Nicole Mubanga, MD
Chief Medical Officer, Family Medicine Physician
Dr. Nicole Mubanga is a dedicated family medicine physician committed to providing high-quality, patient-centered care to individuals and families across the lifespan – from newborns to seniors. She believes that every patient deserves the same level of care she would want for her own family and works collaboratively with patients to develop care plans that reflect their unique needs, goals, and circumstances.
Dr. Mubanga is originally from Stevens Point, WI. She earned her Doctorate of Medicine from the Medical College of Wisconsin in 2013 and completed her Family Medicine Residency training at Aurora – St. Luke’s Milwaukee, Wisconsin in 2016. She also completed the Community Health Center Executive Fellowship through the University of Missouri-Kansas City School of Medicine in 2021.
Her clinical interests include preventative care and wellness, chronic disease management, and care for underserved and under-represented populations. Dr. Mubanga values a team-based approach to care and enjoys partnering with patients to support long-term health, wellness, and resilience through all stages of life.
Outside of clinical practice, Dr. Mubanga is passionate about advancing access to compassionate, equitable healthcare and supporting care models that strengthen communities.
Rebecca Lundh, MD
Associate Medical Director
Dr. Rebecca Lundh is a board-certified family medicine physician who is passionate about partnering with patients and families to support their health and wellness. She enjoys caring for patients of all ages—from newborns to seniors—and believes that the best care happens when patients and clinicians work together as a team.
A lifelong learner, Dr. Lundh is committed to staying current with medical advances so she can provide high-quality, evidence-based care to the communities she serves. She earned her undergraduate degree from Marquette University in Milwaukee, followed by her Doctor of Medicine degree from the Medical College of Wisconsin. She completed her Family Medicine residency training at Columbia St. Mary’s Family Medicine Residency in Milwaukee.
In addition to caring for patients, Dr. Lundh has been actively involved in medical education and community service. She was an Assistant Professor at the Medical College of Wisconsin (MCW) and served as faculty for the Ascension Columbia St. Mary’s Family Medicine Residency for ten years. She helped expand access to care for patients without insurance while she was the Medical Director of the MCW Saturday Clinic for the Uninsured and continues to volunteer at the clinic.
Outside of work, Dr. Lundh enjoys spending time with her loved ones, traveling, and gardening.
Mary DeWaters, DO
Family Medicine Physician
Dr. DeWaters is delighted to be a family medicine physician, seeing patients from newborn to 100 years old. She loves seeing entire families with her work at Outreach- siblings, parents, aunties and uncles and grandparents. She loves being a part of a family’s team. Dr. DeWaters is always ready to cheer for patients’ progress whether it be improving their A1c, starting a new grade in school, or eating more vegetables. She will ask you about your sleep and your diet at every visit. Dr. DeWaters graduated from Lake Erie College of Osteopathic Medicine in 2013, then started Family Medicine Residency at St. Joseph Hospital in Milwaukee.
She has always been committed to bringing compassionate and results-oriented healthcare to underserved communities. She performs Osteopathic Manipulative Treatment regularly to help people with acute or chronic pain. Dr. DeWaters will do everything she can to focus your medication list so it doesn’t look like a phonebook and doesn’t cost your rent. Dr. DeWaters is interested in whole person health, from infancy to adulthood. She provides full spectrum care assisting her patients in living authentically as well as healthfully. She has started new programs at Outreach including championing the Mobile Health Unit, designing the Nonprescription Pain Management Program, creating and implementing the COVID response to help the community and protect Outreach’s staff from the virous, and working on comfort measures for Well Child Checks. In her free time, Dr. DeWaters takes care of her dog Darcy, loves to cook, and is a part of the board of the Milwaukee Tool Library – a nonprofit that shares tools to help uplift the community through communal resources.

Susan Chen, APNP
Adult Medicine Nurse Practitioner
Originally from Wausau, Wisconsin, I am a Family Nurse Practitioner with a Master of Science in Nursing (MSN) and over eight years of experience practicing as a nurse practitioner. My nursing background is diverse and includes service as an Army nurse, as well as experience in home care, hospice, and the intensive care unit (ICU). These roles have shaped a comprehensive, compassionate, and practical approach to patient care.
I specialize in the management of chronic conditions, with a particular interest in diabetes and hepatitis C, and I am dedicated to evidence-based, patient-centered care. I provide adult primary care services including wellness exams, preventive care, cancer screenings, and the diagnosis and management of both acute and chronic medical conditions.
Outside of clinical practice, I enjoy gardening and building with LEGO®, activities that reflect my appreciation for creativity, problem-solving, and hands-on work—qualities I bring to my clinical practice every day.
Dr. Rene Settle-Robinson
Podiatrist
DR. RENE SETTLE-ROBINSON of Milwaukee, Wisconsin, is a gifted, double board certified podiatrist, who is highly skilled in podiatric surgery. She is the first Black female to be residency trained in foot surgery in the state of Illinois, and among the first five black females in the United States to receive such training. She is a graduate of Loyola Marymount University, Los Angeles, California with a Bachelor of Science in Biology and received her Doctorate in Podiatric Medicine from the California College of Podiatric Medicine in San Francisco. It was her Registered Nurse license, that she received when she was 20 years old, that afforded the financing for her academic endeavors.
Dr. Settle-Robinson practiced in Chicago, prior to teaching at the Scholl College of Podiatric Medicine for four years. She moved to Milwaukee, Wisconsin, in 1994 and made Milwaukee her home.
She became active in her community and has received a number of awards and recognition of her service and achievements. She served as President of Cream City Medical Society for seven years. She served as Chief of Podiatric Surgery at Aurora Sinai Medical Center in Milwaukee Wisconsin. She served as Secretary of the Podiatry Licensing Board of the State of Wisconsin Department of Regulation and Licensing and was the first Black Podiatrist to serve in that capacity. Her signature appeared on all of the Wisconsin Podiatry licenses for 12 years.
Dr. Settle-Robinson served as Secretary of Region IV of the National Medical Association for four years, Vice President of Region IV, and Trustee of Region IV to the National Medical Association Board of Trustees. She completes 6 years on the Board of Trustees of the National Medical Association in 2025.
Dr. Settle-Robinson is currently working full-time in a federally qualified healthcare center, Outreach Community Health Center, on Milwaukee’s Northside. She is an active member in her sorority, Zeta Phi Beta Sorority, Incorporated. She is a life member of the NAACP and currently serves as Chair of the NAACP Wisconsin State Health Committee. She is a Paul Harris recipient in the Rotary Foundation of Rotary International, and has been a member of the Mequon-Thiensville Sunrise Rotary Club for 18 years. She ran for Wisconsin State Assembly in 2004 achieving 45% of the popular Vote. She ran again in 2008 achieving 42% of the popular vote. Her claim to fame is being on the same ballot with Barack Obama in 2008.
Dr. Settle-Robinson will travel in 2025 on a Medical Missionary to the nation of Grenada, which has a high rate of amputations because there are no podiatrists available in their country. She will be providing Podiatric care and training to reduce the rate of amputations in that nation.
Samantha Washington, PsyD
Behavioral Health Consultant, Licensed Psychologist
Dr. Samantha Washington grew up in Lannon, Wisconsin, a small town just outside Milwaukee County. She earned her doctorate in psychology from the Wisconsin School of Professional Psychology in 2019. She completed her clinical internship and postdoctoral training at Rogers Behavioral Health, where she later served as a clinical supervisor from 2020 to 2022. In 2022, she transitioned to Outreach Community Health Center, continuing her work in community-based care.
Dr. Washington has experience working with individuals across the lifespan and supports clients with a wide range of concerns, including depression, anxiety, ADHD, disruptive behaviors, grief, PTSD, adjustment to medical conditions, and health behavior change such as tobacco cessation. She is a member of the American Psychological Association, the APA’s Society for Health Psychology, and is registered as a Health Service Psychologist through the National Register of Health Service Psychologists.
Outside of her professional work, she enjoys spending time with her family and pets, growing vegetables in her garden, hiking local and state parks, crocheting, and reading.
Hilary French, MD
Obstetrician/Gynecologist
Hilary French is a board-certified OB/GYN working at Outreach Community Health Centers. She was born and raised in Milwaukee, WI. Medicine was always the topic of discussion at the dinner table with her father who worked as a general and vascular surgeon and a mother who worked as a nurse in radiation oncology. After spending time with her aunt who passed away from breast cancer, she was motivated to embark on her own journey in the medical field helping women.
Dr. French went to undergrad at Xavier University in Cincinnati, OH. After undergrad, she went to medical school at Meharry Medical College in Nashville, TN. While at Meharry, she became interested in women’s health and founded the Women’s Health Club on campus. She then completed her OB/GYN training at the University at Buffalo in 2017. After working at a private practice in Ohio, Dr. French decided to move back home to be closer to her family in Milwaukee. She started working with Outreach Community Health Centers in 2019.
During the pandemic, she was motivated to go back to school for her Master’s in Public Health. Dr. French knew that she wanted to help address the disparities seen in health care, especially in the city of Milwaukee. At Outreach, she has focused on community outreach with the launch of Step Up Divas, a wellness group targeting postmenopausal women. She also started the Cub Club, a pregnancy support group targeting pregnant and postpartum moms.
In her spare time, Dr. French enjoys spending time with her husband and going on walks with their dog, Emmy. She also enjoys baking chocolate chip cheesecakes and watching basketball.
